Today, I was planning to present my reflections on the events in Egypt, using the insights of our conversations at DC, but Hazem Kandil, a sociologist from Egypt, sent in his latest thoughts about what is happening there, providing critical insight that I have not seen elsewhere. My thoughts from a distance will wait until tomorrow. -Jeff
If scholarship has failed the Egyptian revolutionaries, they too have failed scholarship. The revolution, as gallant as it may be, has so far benefited little from what theorists of revolutions have to offer. A cursory look at the history of popular revolts suggests the following:
– Popular uprisings eventually subside if demonstrators do not take the initiative and suffice with demanding concessions from the old regime (such as asking the president to step down) because people cannot keep coming out, and state institutions (such as the military), as well as other countries cannot be asked to chose between an established regime and a vague body called “the people.” In revolutions, you cannot stand still; if you do not move forward, you will be pushed backward.
– To transform a popular uprising into a revolutionary situation, demonstrators must create a situation of dual power.
– Dual power requires that demonstrators immediately elect a governing body and charge it with managing everyday life (coordinating neighborhood watches, administering food distribution, negotiating with foreign government, and so on).
– This governing body can then demand the recognition of the people, state institutions (such as the military), and other countries of its legitimacy as the new power.
– This state of polarization between an old fading power and a new rising one is what eventually destroys the existing regime.
As long as demonstrators fail to apply this recipe, the power struggle will come to resemble a chessboard where one side makes all the moves and the other merely blocks its advances. The absence of a strategy for victory transforms a potentially revolutionary situation into a waiting game where the only option revolutionaries have is to keep their fingers crossed and pray for their rivals to lose, . . .

This has been another eventful week, and for another week I am a bit late in posting the review. Thinking about the “news,” thinking about what is new in our world, I have been mesmerized by the remarkable drama in Egypt, the conclusion of which is far from certain. At DC, we have been trying to make sense of this, with side glances at related problems. I think in fact that the standard ways of understanding these revolutionary times require such glances, because conventional ways of thinking mislead. I am going to address this with a couple of short posts, the first today, the second tomorrow, thinking about the revolutionary moment by reviewing the posts of my colleagues. I will start by reflecting on an apparent comedy and move toward an examination of potential tragedy.
Some of the conventional responses to the events in Egypt would be funny, if they weren’t so serious. The prime example is that of Glenn Beck: “Islam wants a caliphate. Communists want a Communist, new world order. They’ll work together, and they’ll destabilize, because they both want chaos, period.” That this is what he gets out of the complex events in Egypt reveals the power of ideological thinking.
Beck, ever on the lookout for conspiracies and frightening analogies, normally distills a powerful brew. But it seems a bit weak when it comes to a major foreign affair, indeed quite foreign for him and his audience. I suspect that even the confirmed Fox News viewer is put off by Beck’s week long attempt to demonize the obviously well meaning Egyptian activists, who have appeared on our television, computer and mobile screens.
In fact, I wonder what Gary Alan Fine thinks. In his appreciation of Beck, he makes two strong observations, leading to a provocative conclusion: Beck is a talented communicator, expressing popular skepticism about elites who purport to know what is best for the people, better than the people. I am addicted to Glenn Beck. Don’t misunderstand, I do not love Glenn Beck, nor do I sing in his chorus of the righteous. But neither am I a Beck-hater, feeling that he is – as he speaks of mega-billionaire George Soros – a “spooky dude.” Further, I am no Beckaholic (Mr. Beck, a recovering alcoholic, might appreciate this). If I miss a night, don’t look for me on a ledge. If I watch too much, don’t search for me in the gutter. However, I prefer that my day ends with a shot of Beck and bourbon. (In California, my current home base, Beck’s show airs at 11:00 p.m.).
Academics often find themselves in deep shade, hidden from bright public debate. Despite our striving for impact, few pay us mind. We dream of celebrity, but on our own terms, and we worry that the unwashed masses will not understand (lecturing to unwashed students makes this concern more plausible). When academics reach the spotlight, it has sometimes been for plagiarism (Doris Kearns Goodwin), losing control (Henry Louis Gates), or political misdemeanors that suggest that a Ph.D. is no substitute for a heart (Newt Gingrich). Perhaps we should lust for dim obscurity. The attentions of Mr. Beck suggest a certain benefit of anonymity over infamy. Beck pays the academy the uncertain honor of believing that we count for something. He believes our writings can change the world, much as Jesse Helms insisted that contemporary art really, truly mattered enough to be censored. Beck scopes the intellectual barricades to find those he presents as cultural subversives, reporting to his million-man audience about the moral felonies of Edward Bernays, Stuart Chase, Walter Lippmann, and, the most dangerous man in America, Cass Sunstein, professor at Harvard Law School and Administrator of the White House Office of Information and Regulatory Affairs. Pre-Beck, such a list would seem eccentric. Post-Beck, the list seems alternatively mad, malevolent, and revelatory. Despite his biting attacks, Beck is insistent on proclaiming the mantra of non-violence. Gandhi is a hero. But on Beck’s website some responses are not so gentle. To be sure, . . .

As we are observing the great promise of the events in Egypt, I thought it might be interesting to consider another transformation that is not going so well. Here Andras Bozoki presents his troubling reflections. Bozoki is a Professor in the Political Science Department at the Central European University in Budapest. He is the author of many books on the transformations in Central Europe and the problems and promises of the emerging democracies. When Fidesz, the new ruling party, was a liberal opposition party, Bozoki was its spokesman and campaign strategist. He also served as Hungary’s Minister of Culture in 2005 and 2006. -Jeff
With all of its problems, Hungary after 1989 has been a success story, but now the success is challenged in ways that are very much unexpected. From the happy story of the transition from dictatorship to democracy, there is a looming potential tragedy, a transition from democracy. In the second part of 2010, we Hungarians have been witnessing something that I, for one, never expected.
We grew up in a soft dictatorship which slowly but surely opened up in response to the pressure of civic movements, the increasing weakness of the structure of the party-state and also external pressures. In the 1980s, the post-totalitarian regime slowly devolved, culminating in the dramatic democratic changes of 1989. Although the “negotiated revolution” of 1989 was elite driven, most people happily endorsed the new regime of freedom. They could travel, watch foreign movies, start their own enterprises and speak freely about their lives in public. Free elections and a representative government, a constitutional court, and democratic opposition were all firmly established. The last twenty years were far from being unproblematic, prime examples: a widening gap between the winners and losers of the regime change, between the living standards of the capital city, Budapest, and the rest of the country, and between the life chances of educated classes and the Roma population. But still, what we all experienced was a genuine liberal democracy. Governing parties lost elections. The media aggressively criticized politicians. Democracy was consolidated, and the country successfully joined the European Union.

It’s been a busy week at DC and in the world, thus a slight delay in this post.
Indeed, last week has been “restlessly eventful,” as Robin Wagner Pacifici might put it. The main event has been in the Arab world, particularly in Egypt. But closer to home, President Obama gave an important State of the Union address. In both cases, we can see that something new is emerging, that tomorrow will be strikingly different from what yesterday was. Change rather than continuity is the storyline.
Obviously, Egypt appears to be more consequential. It would seem that there is real democratic promise and a promise of an end to stagnation, in a country and region with a history of great cultural and political achievements, mostly frustrated in the recent past. The outcome is uncertain, who wins and who loses is unknown, but clearly a page has been turned.
Less dramatically, President Obama for the first time seems to have been understood on his own terms, as a creative centrist, making advances in changing the nature of the center in the United States. Given the power of the United States, this may indeed be eventful.
Egypt and Beyond
I particularly appreciate the post by Hazem Kandil. He points out how conventional ways of understanding politics and history, not only in the media but also in academia, did not anticipate what is now happening before our eyes. I would underscore two aspects of this, which in fact coincide with my last two book projects, The Politics of Small Things and the forthcoming Reinventing Political Culture.
Kandil illuminates the gap between past and future, as Arendt depicted this. All the studies of Egypt as “thoroughly Islamized,” with powerful “mosque networks,” “social welfare circles,” mired by “identity politics,” and informed by and organized around symbols and rituals, suggested that the culture of political culture points in the direction of authoritarian continuity. His note demonstrates how we must consider cultural creativity, along with cultural continuity in political and not only in artistic matters.

It seems that the gap between scholarship and reality remains unbridgeable. Much ink has been spilled on studying Egypt and its political prospects. Most of it seems to have missed the mark. We learned that Egyptian society has been thoroughly Islamized; we read volumes about mosque networks, social welfare circles, identity politics, symbols, rituals, etc. But when Egyptians finally revolted none of this came to play. The demands were non-ideological; the participants were people who never got involved in social or political movements; and the urban heart of the revolt was secular downtown (a neighborhood Islamists never demonstrated in). Again, we were bombarded with articles about cyber movements, social network sites, and the like. Yet when the government shut down the cell-phone and Internet services at the beginning of the turmoil, there was virtually no effect. When asked, many demonstrators had never even heard of Facebook.
Experts warned of the ‘revolt of the poor’, i.e., the starving inhabitants of the inhuman shantytowns that engulf the capital. But spearheading the revolt were the country’s best and brightest. Among them, credit officers, stock market investors, and car dealers (each worth several million pounds), in addition to dozens of actors, pop singers, and other celebrities. Also, nineteenth century doctrines about the passiveness and incurable fatalism that plagues Muslim societies (justifying the ‘democratic exception’) were still circulating when Egyptians were pushing back the men with the black helmets and batons, torching armored vehicles, and mailing tear gas canisters back to sender. Finally, studies warning of the dissolution of social bonds in Egypt, and the absence of modern civil society values failed to explain how doctors formed voluntary medical committees, and fellow citizens set neighborhood watches (to guard against plainclothes police thugs . . .

I’ve been following the news of major political mobilization from the Tunisia, Egypt, Yemen and Lebanon, and now I see in Jordan too, with great interest. Since I was an eyewitness to the changes in East Central Europe, participated a bit and thought and wrote about them during and after, I can’t help but think about comparisons and contrasts. I think Roger Cohen’s piece drawing the comparison substitutes hope and dreams for careful analysis and is overly optimistic. Rather for me the comparison leads to questions and concerns.
I wonder why the roundtables that were key to the transition in Central Europe, but also in South Africa and Latin America, and earlier in Spain, which provided a kind of special architecture for the transition from dictatorship to democracy, are not being discussed in Tunisia.
I wonder to what extent there exists in any of the countries the kind of social custom of pluralistic self organization which provided the micro infrastructure for the successful peaceful transition to democracy in Poland, what I call the politics of small things.
And tonight as I watch the dramatic video reports on television of the intensified protests in Cairo, with escalating violence, I worry not only about the frightening likelihood that by the time I wake up tomorrow, there may be massacres in the street ordered by the dictator in a last ditch attempt to stay in power. I also worry what will happen when he is finally overthrown, and the protestors have their day.
I have no expertise in Egypt and its neighbors beyond what I read in the newspapers and in casual reading of magazine and journal articles. I tend to think that the fear of the Muslim Brotherhood that the regime propagated has been self serving. I don’t know how the Brotherhood will act or whether it will act only in one direction. I worry about sectarian violence, about how changes in Egypt will affect other countries of the region and beyond. Last night in his State of the Union address, President Obama revealed his fundamental approach to governing: centrist in orientation, pragmatic in his approach to the relationship between capitalism and the state, mindful of the long term need to address the problem of spending deficits, yet, still committed to social justice – “But let’s make sure that we’re not doing it on the backs of our most vulnerable citizens.” (link) As I have put it before, a centrist committed to transforming the center.
The speech was finely written and delivered, tactically and strategically formed to appear post partisan, while putting his Republican opposition on the defensive. As I understand his project, it was a continuation of the course he set during his campaign and has been following during his Presidency, despite the fact that many observers claim that he is now shifting to the center (if they like what has happened recently) or to the right (those on the left who see betrayal).
The contrast with the Republican response, delivered by Paul Ryan, could not have been greater. He spoke in an empty House Budget Committee meeting room bereft of notables and dignitaries, without ceremony. But he forcefully argued for significant budget cuts and warned of an impending crisis, being pretty effective under difficult conditions.
“We are at a moment, where if government’s growth is left unchecked and unchallenged, America’s best century will be considered our past century. This is a future in which we will transform our social safety net into a hammock, which lulls able-bodied people into lives of complacency and dependency… Speaking candidly, as one citizen to another: We still have time… but not much time.”
His central principled position which he developed extensively:
“We believe, as our founders did, that the pursuit of happiness depends on individual liberty, and individual liberty requires limited government.” (link)
The virtue of limited government and a balanced budget through cuts in government programs was his major theme.

Is WikiLeaks a form of spying? Transferring information to an alien power can induce harm. This is why spying constitutes a crime. In the case of WikiLeaks, the transfer concerns hundreds thousands of documents. The recipients include hundreds of countries, some of which are openly hostile. In a way WikiLeaks is a gigantic spying operation with a gigantic number of potential users. Yet, is it really “spying?”
Spying (in its classical form ) involves a specific sponsor in need of specific information to be used for a specific purpose, and obtained from an invisible provider. WikiLeaks “spies” eagerly seek to be identified (Julian Assange, WikiLeaks founder and editor in chief, has been voted Le Monde’s “man of the year”). Information covers every possible domain, and there is no privileged recipient. Anyone qualifies as a potential beneficiary of Wiki-largesses and most of those who gain access to the leaked information have no use for it. Spying has become a stage performance.
On 9/11 a group of Latin American architects hailed the destruction of The Twin Towers as a sublime event. The pleasure of seeing Rome burning had been made available for the man of the street. It was –suggested the builders – a democratization of Neronism. In a way, WikiLeaks, could also be described as a democratization of spying. It offers a form of “public spying.” Distinct from mere spying (a pragmatic activity), it proposes “spying as a gesture.” This gesture concerns other gestures. What WikiLeaks discloses is less (already available) facts than the tone in which they are expressed.
Content or gestures?
If the Assange leaks reveal nothing that we did not know already, what counts is less their propositional content than the enacted speech acts. The vocabulary of WikiLeaks gestures starts with the noble gestures of war. Many commentators tell the WikiLeaks saga in military terms. Democracy and complete security cannot exist in the same society. This harsh reality fundamentally challenges the future of democracy in America. I make this bold assertion aware that Jeff has a more positive view.
In some of his recent posts, Jeff has acknowledged some of my criticisms of the current state of American democracy. Although he considers them to be relevant, he nonetheless also considers them to be somehow exaggerated, since democracy is not in such a peril, according to him.
Moreover, I admit to having been particularly harsh on Obama, to which Jeff has responded with accurate and fair points. As Hannah Arendt used to say however–exaggerating can serve a good purpose: it highlights the point you want to make.
And my point is that in the United States the political order has become much less democratic than many of us, including Jeff, would like to admit. Inspired by that motto, I will now address another dimension of the current state of the regime that I consider to be in serious need of critical inquiry: what the war on terror has done—not to the Iraqis, not to the Afghans, not to the hundreds, probably many thousands, of extra-legally detained since 9/11—but to the American political regime itself.
Building again on Claude Lefort’s notion of democracy—a normative point of view I consider particularly useful as an ideal type against which to contrast American actually existing democracy: modernity is characterized by the dilution of the markers of certainty proper to pre-modern forms of society. This modern dilution of the markers of certainty means that equality has become the generative principle of society; social roles, positions, and boundaries are no longer permanently distributed and assigned (a central characteristic of social orders based on the generative principle of hierarchy). What I thus want to suggest here is that certainty regarding personal and collective security is one of those “markers” diluted in modern societies.
In modern democracy, there can be no certainty that there are no risks and no threats to be confronted in . . .
