I have long been intrigued by the distance between principle and practice, how people respond to the distance, and what the consequences are, of the distance and the response. This was my major concern in The Cynical Society. It is central to “the civil society as if” strategy of the democratic opposition that developed around the old Soviet bloc, which I explored in Beyond Glasnost and After the Fall. And it is also central to how I think about the politics of small things and reinventing political culture, including many of my own public engagements: from my support of Barack Obama, to my understanding of my place of work, The New School for Social Research and my understanding of this experiment in publication, Deliberately Considered. I will explain in a series of posts. Today a bit more about Obama and his Nobel Lecture, and the alternative to cynicism.
I think principle is every bit as real as practice. Therefore, in my last post, I interpreted Obama’s lecture as I did. But I fear my position may not be fully understood. A friend on Facebook objected to the fact that I took the lecture seriously. “The Nobel Address marked the Great Turn Downward, back to Cold War policies a la Arthur Schlesinger Jr. et al. A big depressing moment for many of us.”
He sees many of the problems I see in Obama’s foreign policy, I assume, though he wasn’t specific. He is probably quite critical of the way the wars in Iraq and Afghanistan have continued, critical of the drone policy, disappointed by the fact that Guantanamo prison is still open, and by Obama’s record on transparency and the way he has allowed concern for national security take priority over human and civil rights, at home and abroad. Several ghosts from the civil rights movement haunted Capitol Hill on February 27, but it was a little unclear how many were the ghosts of CRM past and how many were the ghosts of CRM future. The State of Alabama, where so much civil rights history was made, had built the house from which many of these ghosts came.
On one side of First Street the ghost of Rosa Parks, embodied in a 9-foot-tall statue, waited in the Capitol’s Statutory Hall to be unveiled by President Obama, her political descendant. He was assisted by both party’s leaders while some still-living civil rights activists, a few blood relatives, members of the public and a lot of press crowded the space trying to see.
On the other side, the ghosts of CRM past, present and future were duking it out at the Supreme Court. Shelby County, AL had challenged the section of the 1965 Voting Rights Act that requires covered jurisdictions to clear any changes in how they conduct elections with the Department of Justice. Its lawyers argued that ghosts of racial sins past had no place in the present. The DoJ maintained that these racial sins were not yet ghosts.
Outside, a couple hundred civil rights supporters rallied on the sidewalk. Some of the speakers soon walked across the street where they had reserved seats in front of the stage in Statutory Hall. The ghosts of CRM present could be seen in the faces of the six elected officials who sat on that stage. The two Republican leaders were both white men. The four Democratic leaders included one white man, one white woman and two black men.

Mamphela Ramphele’s new “political platform,” or party-in-making, represents the latest in a series of bids for the substantial number of black voters presumed to be disillusioned with the rule of the African National Congress in South Africa. So far all bids have failed. Many black South Africans are indeed fed up with the ANC. Tens of thousands have joined often violent “service delivery protests” against ANC-run municipalities accused of corruption or neglect. Millions have stayed away from the polls. Yet, relatively few have been willing to vote for opposition parties. The last major new party to try wrest their votes, a breakaway from the ANC called COPE (Congress of the People), secured a respectable 7% at the 2009 general election, but has since descended into a shambles. The best hope for Ramphele’s outfit is that it will scoop up the black African voters poised to desert COPE, yet unwilling to vote for the main opposition party, the Democratic Alliance (DA), because of its white roots and leader.
It is not easy to give an ideological label to Ramphele’s party, provisionally named Agang (“to build” in the Sepedi language). Leftists dismiss it as a capitalist party, and their stance is lent some credence by Ramphele’s recent senior positions in the World Bank and a major mining house, and by her concern to make South African economically productive, competitive and investor-friendly. At the same time she professes concern for “workers and poor people” betrayed by a “new elite,” and her policy portfolio is for now too vague to pigeonhole. Notwithstanding Marxist rhetoric emanating from in and around the ANC, there is not all that much by way of concrete economic policy to tell South Africa’s political parties apart. No significant electoral party calls for a break with capitalism; at the same time, none dare sound like rabid free marketers in a land so conscious of its gigantic inequalities. I expect Agang to meet more established electoral parties on the broad ground of the center-left.

With the Italian general elections of 24-25 February 2013 around the corner, electoral campaigns are putting the country upside down. Nothing out of the ordinary, though competition among Italian politicians always seems to go a little further than elsewhere in the Western world. Only recently Berlusconi made a “shock” announcement, promising not only to abolish the council tax Mario Monti’s government introduced if his center-right coalition wins the elections, but even to refund Italians for the council tax that has already been paid in 2012. Just this week, a letter – highly reminiscent of an official income revenue document – with details on how to claim the money back was sent to millions of voters. In a more pathetic vein, various political leaders posed before cameras or appeared on TV shows cuddling puppies in an attempt to win over the Italian electorate.
With Italian media being largely compromised by political parties, cooperative companies, media and business magnates and financial strongholds, Italians have remained with only two real outlets for their frustration and disillusionment with contemporary politics and society, the Internet and satire. Blunders, scandals and a wide array of political issues that leak out into the public sphere instantly reach the web, where people vent their anger or have a (bitter) laugh at the guilty party by leaving comments on Twitter or circulating satirical cartoons on Facebook. And then there is satire, a particularly popular means of political criticism and contestation in Italy. Of course it is not new, and has been applied for a long time in the democratic world. Yet, with the various political scandals of the past year, as well as Monti’s harsh austerity policies and rigid attitude, seemingly unconcerned with the disastrous effects of these measures on the lives of many Italians, political satire in Italy is increasingly putting the finger on the sore spots, serving as a sort of mediatized vox populi.

These Jo Freeman photos of the Rally and March Against Keystone XL Pipeline in Washington D.C. on Sunday demonstrate “what is to be done” by the left in Obama’s second term.
It is far from clear what Obama’s decision on the pipeline will be. A decision to go ahead would unarguably produce jobs, though for how long is in dispute. It would also likely lessen U.S. dependence on oil from the Middle East and Venezuela. It would certainly strengthen our relations with our major ally and neighbor, Canada. So the preemptive protest against Obama possible decision to support Keystone is well timed.
The attractive faces in the crowd with their creative signs, some witty, some mass produced, make clear that we face a profound problem, potentially critical of a possible decision, but amplifying the most surprising but also sensible points Obama made in his State of the Union Address:
“We can choose to believe that Superstorm Sandy, and the most severe drought in decades, and the worst wildfires some states have ever seen were all just a freak coincidence. Or we can choose to believe in the overwhelming judgment of science — and act before it’s too late.”
The President strengthened the significance and attention paid to this protest possible against himself. He certainly knew this would happen. But the interaction between decision and protest increases the likelihood that the U.S. will take its head out of the sand. We will debate the relative merits of Keystone, whether “carbon free, nuclear free” is possible or even desirable. On June 15, 2012, President Barack Obama stunned even the most optimistic of a generation of young immigrants with his words, “it makes no sense to expel talented young people who, for all intents and purposes, are Americans.” Just about this time, a near audible cacophony of “Si, Se Puede!”s echoed from east to west coast.
Much reaction to this announcement of a two-year reprieve of deportation proceedings for children of undocumented parents has–perhaps cynically–centered on the political strategizing behind the president’s decision. But the back story is about the DREAMers. The name derives from the proposed legislation, the Development, Relief, and Education for Alien Minors (DREAM) Act, which has been introduced in Congress for more than a decade, but never passed. How were these young activists able to move a campaign over a single issue (the right for those who were brought into the country without official papers as children to regularize their status) to become the linchpin of a larger debate, that of immigration reform, in a presidential election year?
When I ran across these activists while conducting research with immigrant women over the past several years, they were not yet on the radar of national media or politics, but were already taking dramatic actions on behalf of their cause: marching, picketing, petitioning, video-documenting their stories. If the late sociologist Charles Tilly were still with us, he would most certainly recognize strategies that he had documented across effective social movements. For example, such movements use credible displays of worthiness, unity, numbers, and commitment. How much more worthy than the image of an activist in a graduation mortar board? Than petition signatures from hundreds of respected professors? Than endorsement by leaders of conservative religious denominations? Than echoes of our own American rhetoric: “dreaming”? And how much more commitment than hunger strikes and coming-out parties, at the risk of deportation? Across the past two years, these activists gradually became bolder, staging acts of civic disobedience and public events nationwide.

I anticipated the State of the Union Address, more or less, correctly, though I underestimated Obama’s forthrightness. He entered softly, calling for bi-partisanship, but he followed up with a pretty big stick, strongly arguing for his agenda, including, most spectacularly, the matter of class and class conflict, daring the Republicans to dissent, ending the speech on a high emotional note on gun violence and the need to have a vote on legislation addressing the problem. Before the speech, I wondered how President Obama would balance assertion of his program with reaching out to Republicans. This was an assertive speech.
The script was elegantly crafted, as usual, and beautifully performed, as well. He embodied his authority, with focused political purpose aimed at the middle class. This got me thinking. As a sociologist, I find public middle class talk confusing, though over the years I have worked to understand the politics. I think last night it became clear, both the politics and the sociology.
Obama is seeking to sustain his new governing coalition, with the Democratic majority in the Senate, and the bi-partisan coalition in the House, although he is working to form the coalition more aggressively than I had expected. He is addressing the House through “the people,” with their middle class identities, aspirations and fears.

“Obama’s recent legislative victories included Republican votes on the fiscal cliff and the debt ceiling. I believe he will talk about the economy in such a way that he strengthens his capacity to draw upon this new governing coalition. He will do it in the name of the middle class and those aspiring to be in the middle class. This is the formulation of Obama for ordinary folk, the popular classes, the great bulk of the demos, the people. In this speech and in others, they are the subjects of change, echoing Lincoln’s Gettysburg Address: government of the middle . . .

There will be more prose, less poetry, though President Obama will certainly highlight the themes of his Inaugural Address and his earlier poetic speeches. He will be specific about policy: on immigration, gun violence, climate change, military expenditures and reforms, and the need for a balanced approach to immediate and long-term economic challenges. He will hang tough on the sequestration, calling the Republicans’ bluff, and he will warn of the dangers the U.S. faces abroad, while he defends his foreign policy, including his major accomplishment of ending two disastrous wars (though he won’t call them that). The speech is going to be about jobs and the middle class. This is all expected by the chattering class, and I think Obama will meet expectations. But I also think that there will be more interesting things going on. The President will move forcefully ahead on his major project, moving the center left on issues foreign and domestic. And there are significant signs he is succeeding, see this report from a deep red state.
Look for an opening to Republican moderates. I suspect Obama will not only stake out his positions, but also point to the way that those holding other positions may work with him on contentious issues. This will be most apparent in immigration reform. He will also likely address Republicans concerns about long-term cuts in government spending.
He will highlight the need for a leaner, but as mean, military budget, as he denounces the dangers of the thoughtless cuts in military spending via the sequester. Real cuts in military spending will please his base, including me, but also some more libertarian Republicans, Rand Paul, though not John McCain.
Less pleasing for progressives would be what Obama very well may say about so-called “entitlements.” I am not sure he will do this now, but if not now, when?
He could make clear his priority – control medical and Medicare expenses, reminding us that this is a task . . .

Obama’s deeds don’t always match his words. Thus, he is a hypocrite and worse: a corporate stooge, the commander and chief of the prison industrial complex, and a war criminal. This is the sort of judgment one hears from the left. It seems this was the ground of Cornel West’s recent expression of self-righteous anger. And this, I believe, is all the result of a lack of understanding about the relationship between politics as a vocation and the art of protest.
In my last post, I expressed my indignation, my criticism of West and this sort of criticism (not for the first time, and certainly not the last). It is with the same concern that I have regretted the lost opportunities of Occupy Wall Street, which had real prospects to expand its influence, but fled instead, for the most part, into utopian fantasies and irrelevance. In Weber’s terms OWS activists chose completely the ethics of ultimate ends and fled responsibility, the articulation of the dreams over consequential actions. For me personally, the saddest manifestation of this was in the events of Occupy New School and its aftermath. Students and colleagues posturing to express themselves, to reveal their sober judgment of the realistic or their credentials as true radicals had little or nothing to do with the important ideas and actions of OWS, centered on the concerns of the 99% and the call for equality and a decent life for the 99%.
But my hope springs eternal. Perhaps with Obama’s new inauguration the protesters will get it.
A friend on my Facebook page summed up the problem. “It’s really difficult to be on the left of the current White House in the US nowadays.” Apparently hard, I think, because both easy full-throated opposition and full-throated support don’t make sense. Binary opposition is off the table. Struggles for public visibility of political concerns and consequential action are the order of the day. It’s difficult but far from impossible. Politicians will do their jobs, well or poorly, but so will social protesters. . . .

There was less of everything at the 2013 inauguration than in 2009 – spectators, protests, and police. The protests made up in diversity what they lacked in numbers.
A 1997 court ruling requires the National Park Service to permit some protest signs along the inaugural parade route. The NPS strategy was to allow a little bit of protest, in small, scattered spots along Pennsylvania Avenue, that wouldn’t cause too much disruption. The allocated space in 2013 was less than in the past three inaugurations, but so were the groups who wanted some place to raise their objections to the Obama administration’s policies.
The National Park Service issued five permits for “first amendment activity” for Monday, January 21. Three were for spaces on the parade route, where only those who got up very early in the morning could get to their assigned spots, and only those people in the parade, with bleacher tickets, or who were equally early risers, could see any protest signs. The Secret Service writes the rules, and among the prohibited items inside the security zone was “Supports for signs and placards.” This meant protestors had to hold up their signs in the cold if they want them to be seen.
ANSWER, which was the plaintiff in the 1997 court decision, got its usual spot on Freedom Plaza, but so many bleachers were on the Plaza facing Pennsylvania Avenue that there wasn’t much room for ANSWER to display its posters demanding “JOBS not WAR.” A few blocks down the street, the Westboro Baptist Church didn’t even have enough people to fill its few feet of permitted space. This is the group that HATES FAGS and promotes its views by picketing anything official, including military funerals. The third group was a pro-life entity that no one had heard of and which appears to have no presence on the internet.
Across the street from Freedom Plaza the DC government hosted its own protest, without having to get a permit. It built a booth in front of its executive office . . .
