From Solidarity 2.0 to Civil Society 1.0?

Recent protests in Poland against the Anti-Counterfeiting Trade Agreement (see Tomasz Kitliński’s and Tim O’Flaherty’s post) galvanized an unusual array of people from across the political spectrum. The protests were initially ignored by the government, which decided to sign the agreement aimed at protecting copyrights. Yet after the President’s, Prime minister’s and other officials’ websites were hacked by anonymous groups claiming to be fighting against ACTA in the name of freedom, Prime Minister Donald Tusk reconsidered, promised to stall the ratification process and called for debate.

Unsurprisingly, many claim the call came too late. The agreement had been already signed, although it still has to be ratified by the Polish and European Parliaments. Many organizations and individuals criticizing ACTA refused to participate in the debate with the Prime Minister, seeing the event as a publicity stunt. Nonetheless, over two hundred people turned up at the Chancellery of the Prime Minister to take part in the debate on “Freedoms and Rights on the Internet,” one that quickly turned out to be a discussion about ACTA, but also about much more, perhaps most importantly about the role of public consultations in lawmaking. There is a possibility that this may be a turning point in the democratic deliberative practices in Poland.

During the meeting Mr. Tusk gave a rather unconvincing apology for not noticing the critical comments before ACTA was signed, and did refuse to annul the agreement – a demand made be the vast majority of the participants. He maintained that without ratification by the Polish parliament it would not come to force. While the Prime Minister, often accused of caring more about popularity polls than governing, seemed genuinely surprised by the uproar caused by the agreement, he did point out that the protests could have been caused by something more than ACTA itself. Indeed, the discussants voiced their concerns about such issues as the right of companies to access sensitive data without court orders, increasing restrictions for users on goods protected by copyright laws detached from internet reality, and, last but not least, about . . .

Solidarity 2.0? Cyber and Street Protests in Poland

Angry young Poles are protesting online and on the streets in the biggest demonstrations since 1989. The pretext is the government’s signing of Anti-Counterfeiting Trade Agreement, which jeopardizes Internet freedom. But there are more reasons for our fury: a transition which has strengthened economic inequalities and lack of perspectives for the younger generation. As sociologist Adam Ostolski writes, “Life in Poland is getting harder, the privatization-by-stealth of health services and education is going on, the prices of municipal services and staple foods are rising. Poland is now the leading country in Europe in terms of non-permanent job contracts.” Hence social anger today. Are the protests changing into a civil society movement, a Solidarity 2.0? We hope that this defiant and militant mobilization will not exclude migrants and minorities. An optimistic sign is that alternative collectives (Rozbrat in Poznan and Tektura in Lublin) are at the forefront of these events where ordinary people in Poland are demanding their rights – at last.

Poland has transitioned from fake Communism (the unrealized Marxist ideal) to turbo capitalism-cum-fake Christianity, as a religion has been instrumentalized into political anti-woman, anti-gay, anti-foreigner hatred. The economic transformation is sold as a success story, but, in fact, the situation of many groups of the population has worsened. Social justice, an empty concept under East European “socialism,” has become a dirty phrase. It’s a taboo to pronounce it, let alone practice it. Poles have been Foucault’s docile bodies of commercialization and corporatization. Until today’s wrath.

Still, the political class here believes in discipline and profit – and prejudices. The ACTA treaty was signed by the Polish government without social consultations. When the protests broke out, the first reaction of the leaders was to deny them. Later, head of the National Security Bureau, General Koziej, claimed that he wouldn’t exclude introducing emergency measures if the cyber attacks continued. When the Parliamentary Committee on Innovation was meeting to discuss ACTA, a Law and Justice (the rightist opposition party) lawmaker, Michal Suski, referred to . . .

Hungarian Alert for Central Europe

Who would have thought that twenty-two years after the fall of communism in Hungary that György Konrád, the respected writer and one of the most famous Central European dissidents, would have to sign yet another open letter defending fundamental rules of democracy in his home country? And that the letter would be a strong accusation addressed to that young man with soot black hair whose hard-shell speech in 1989, at the symbolic funeral of the martyrs of the ’56 revolution, electrified Budapest – one Viktor Orbán?

The New Year’s appeal of Hungarian intellectuals including former key figures of the opposition such as Konrád and Miklós Haraszti is a democratic alert not only for Hungary. It echoes the dissident appeals of the old days. It does not attack Orbán’s regime for its ideological content, but rather for its form. Liberal democracy is, first and foremost, a set of rules, written down so that the game remains fair for whoever might be sitting at the table. That was the essence of the democratic opposition’s struggle in Eastern Europe – to overthrow the red dictatorship, because it is a dictatorship.

On the other hand, the anti-Communist opposition, of which Orbán is a descendent, wanted to overthrow the red dictatorship because it was red. Following this logic, one can treat human rights in an instrumental fashion. One can perceive torture as justified or not – for example justified in the case of Pinochet, and vicious in the case of Castro. One can also believe that authoritarianism can be built in the name of a just cause. If you disagree with this judgment, you should listen carefully to what the Hungarian democratic dissidents . . .

The second session of the Flying Seminar presented the opportunity for a comparative historical dialogue about key issues of radical political engagement. Adam Michnik, a leading Polish dissident intellectual of Communist Poland and founding editor of Poland’s major newspaper, Gazeta Wyborcza, and Occupy Wall Street activists compared notes. There was much that separated Michnik from the Occupiers, which gave the discussion its critical edge. But there was also much that connected them: a commitment to democracy and experimentation, a critical attitude concerning political elites disconnected from society, an understanding of the importance of creative social action.

Capitalism separated Michnik from the occupiers. They often invoked the term to summarize what they were against. This was also clear and shared at our last meeting between OWS and Shiroto no Ran. Michnik was quiet on this issue. Capitalism is a normal economic situation, what the previously existing socialist system was not.

There was also a difference in the assessment of utopia. Michnik spelled out three characteristics of Poland’s self limiting revolution. It was against violence. It was anti-utopian when it came to political ends. And it was geopolitically realistic, aware of where Poland is on the map. (Here he was referring to Poland’s proximity to Moscow and what then seemed in 1980 to be the solidity, overwhelming power and steadfastness of the Soviet Union.) The tension between taking up political activity versus remaining “splendidly isolated” from mainstream politics dominated the meeting, evolving in different directions – both pragmatic and philosophical ones.

Against his realism (he is the author of a brilliant essay “Grey is Beautiful”), an OWS activists asserted that being against utopia means accepting the unacceptable, rejecting the need for fundamental change. The struggle for imagination against realism, for achieving desirable change without new forms of tyranny provided a fertile field for discussion, with broad agreement.

Michnik recalled how the older generation was sure that the protests in Poland in 1968 and of the seventies lacked clear political goals and, therefore, was doomed to failure. But he and his fellow students and activists persisted. He told an interesting story about the rejection of a self appointed leader in a tram workers strike that occurred weeks before the emergence of . . .

A Flying Seminar and Additional Reflections on the GOP, BHO and OWS

Occupy Wall Street reminds my friend, colleague, and frequent “co-conspirator,” Elzbieta Matynia, and me of our long term engagement in the democratic opposition and alternative cultural movements in East and Central Europe. There and then, we coordinated an international seminar, before and after 1989, between scholars and activists, concerning the theoretical and practical problems of democracy, “The Democracy Seminar.” As we observe Occupy Wall Street with a great deal of interest, appreciation and in support, we are moved to act.

We therefore have proposed to The New School community and the activists in OWS the creation of a new seminar, as a place for mutual learning and discussion that can inform action, The Flying Seminar (the name inspired by a dissident academic program during the late 70s and 80s in Poland). The idea came out of an informal chat with one of OWS’ outreach people at Zuccotti Park. Tomorrow at 3:00 pm, we will have a planning meeting and a first conversation, as part of an Occupy Wall Street Teach In at The New School.

We propose to organize a series of portable conversations with key participants and dedicated observers in various movements and actions in the United States and beyond, which could help to crystallize the differences and parallels between projects of resistance then and now. We had in mind, for example, the Civil Rights Movement , SDS, the 1968 movements in Europe, the second wave feminist movement in the States, the Solidarity Movement in Poland, The Anti-Apartheid Movement in South Africa (its peaceful and its militant side), the Green Revolution in Iran, and the Arab Spring. Our goal will be to facilitate discussion about movements past, from here and elsewhere, as a way of guiding the future of movements present. The hope is that this discussion could help address the key question of what is to be done now.

Elections in Poland: More than the Lesser of Two Evils?

The recent parliamentary elections in Poland allowed many to heave a sigh of relief. Once again Law and Justice, the party known best for propagating religious conservatism, war language and conspiracy theory has been pushed back to the opposition. It is also the first time in Poland’s history of a democratic state that the ruling party, Civic Platform, has managed to stay in power longer than one term. So should democrats be cheering?

A popular feeling among the voters was that there was no one to choose from. Once more people left their homes to choose a lesser evil, that is Civic Platform, whose leader, Donald Tusk, promised the politics of love, but said nothing about the much needed changes. Indeed, Poland has been lucky in the crisis managing to keep her economy growing, but after the Civic Platform’s first full term, the country’s internal issues, including employment and retirement reforms, are still waiting to be approached. Will the ruling party be more courageous this time?

Yet significant change has occurred. While the center and right look pretty much as they did before, a notable shift can be seen on the left side of the political stage. The post-communist leftist party with a bureaucratic leader lacking any noticeable ideology lost a significant number of votes to a new movement centered around Janusz Palikot, a charismatic businessman turned politician. Palikot gained attention as a member of the Civic Platform, but was thrown out of the party for his foul tongue and press conferences in which he used plastic guns and dildos as his unconventional props. Yet, beyond the show, Palikot’s efforts to improve regulations for small business and his open aversion to the Catholic Church’s omnipresence in political life, resonated with the public. Still, the high number of votes his movement received came as a surprise both to the voters and Palikot himself.

In Review: OWS, The Ground Zero Occupation

I think that the form of Occupy Wall Street expresses its content, as Scott Beck showed in his earlier post on the occupation. I observe, further, that the way people use social media contributes to this form, as does the setting of the occupation. And I believe deliberating about the movement and connecting the debate to other political, social and cultural activities are keys to the democratic contribution of the movement to broader politics in America and beyond.

Jenny Davis in her post last week makes cogent points about the role of social media in social movements in general and in Occupy Wall Street in particular. Her key observation is very important. Digital activism is not only a means to the end of embodied social action. It also is an end in itself, a new type of politics that can make the previously hidden visible and can contribute to what she calls “the zeitgeist,” what I would prefer calling the prevailing common sense. I would add that it can constitute a space for free action, a public, a point made by Judith Butler in a recent lecture. This is especially telling as David Peppas and Barbara note in the two comments to Davis’s post, because the occupation doesn’t have a simple meaning or political end. The act of protesting, as well as the act of posting, makes the world look differently, and looking at the world differently is what is most needed at this time, to face up to stark social realities that have been ignored and develop the capacity to act on this. It is interesting how the way this happens is structured by social media actions, no longer a monopoly of the mass media, while the power of the movement, is quite material. It’s embedded in a specific geography and its link to political culture.

Things Come Together: Occupy Wall Street, Solidarity, Elections and Khodorkovsky

I am on the road from Gdansk. It’s been an intense few days. Last Tuesday, I joined the Occupy Wall Street demonstration for a bit. By Wednesday, I was in the Gdansk shipyards, where Solidarity confronted the Party State in 1980, ultimately leading to the collapse of the Soviet Empire. I was interviewed for the Solidarity Video Archive, giving my account of the work I did with Solidarity and my understanding of the great labor movement. Immediately after which, I was taken to Gdansk University, where I gave my talk, this year’s Solidarity Lecture, “Reinventing Democratic Culture.” It opened the All About Freedom Festival. Over the weekend, I visited my family in Paris, and now I am flying over the Atlantic on my delayed flight to Newark, hoping I will get back to New York in time to teach my 4:00 class, The Politics of Everyday Life. It has been a packed week.

Unpacking my thoughts is a challenge. A new social movement is developing in the U.S., with potentially great impact. In Poland, a new generation is confronting the Solidarity legacy, trying to appreciate the accomplishments, while also needing to address new problems. Yesterday’s elections in France and especially in Poland were important. Yet, just as important for what was not on the ballot as for what was. Everywhere, there seems to be a political – society agitation and disconnect, with the politics of small things potentially contributing to a necessary reinvention of democratic culture.

I have many thoughts and will need more time to put them into a clear perspective. Here, just a start. I have a sense that things are connected: not falling apart, rather, coming together.

DC Week in Review: Political Imagination, the Definition of the Situation and Fictoids

As a social critic, I am ambivalent about the power of imaginative action in politics. On the one hand, I think that the power of the definition of the situation is a key resource of power for the powerless, the cultural grounding of “the politics of small things.” On the other hand, I worry about myth-making that is independent of factual truth.

On the positive side, there is the definition of the situation: “If men define situations as real, they are real in their consequences.” This relatively simple assertion, the so called Thomas theorem, was first presented in a study of child psychology and behavioral problems by W.I. Thomas and his wife, Dorothy Swain Thomas. Yet, the theorem has very important political implications, going well beyond the area of the Thomases initial concern, moving in a very different direction than the one taken by the field of ethnomethodology, which can be understood as the systematic scholarly discipline of the definition of the situation.

While researching cultural and political alternatives in Poland and beyond in the 1980s and 90s I observed first hand how the theorem, in effect, became the foundational idea of the democratic opposition to the Communist system in Central Europe. The dissident activists acted as if they lived in a free society and created freedom as a result. A decision was made in Poland, in the 70s, by a group of independent intellectuals and activists to secede from the official order and create an alternative public life. People ignored the commands of the Communist Party and associated apart from Party State control, openly publicizing their association. They created alternative publications. They opened the underground by publicizing their names, addresses and phone numbers. They acted freely. They developed ties with workers and others beyond their immediate social circles. And when the regime for its own reasons didn’t arrest them, an alternative public life and an oppositional political force flourished, which ultimately prevailed over the regime.

DC Week in Review: Letter from Paris II, Thinking about Egypt, Poland and China with “Skin in the Game”

The weather has been absolutely spectacular this week in Paris. Clear, sunny skies, low humidity, moderate temperatures. Yesterday, Naomi and I enjoyed having lunch at the Palais-Royal and walking through the city with our friend Daniel Dayan. Each day, we have been spending time in a park with our grandson, Ludovic. Especially nice was a family excursion to the Arab Institute, where we had wonderful pastries and panoramic views of of the city from its rooftop café. Being in Paris, thinking with a European perspective about the Arab world has been my theme of the week, as I, with the help of the editorial team at Deliberately Considered, have been keeping the magazine going.

I observed in my first letter from Paris that the common action of Coptic Christians and Muslims at Tahrir Square created a new pluralistic reality in Egypt. These days, this new reality is challenged, to say the least. There are great fears that sectarian conflict will rule the day in Egypt and in the region, as was reported in Tuesday’s New York Times. According to this report, a clause in the constitution formally identifying Egypt as a Muslim country deriving its laws from Islam, passed during the era of Anwar Sadat, and laws dating back to the late colonial era that stipulate specific restrictions on and privileges for the Coptic church have inflamed tensions. There is a marked increase in sectarian violence, with wild stories about abduction of Muslims, even reported in a historically liberal newspaper. These are very serious matters.

Formal political measures to address these issues are urgently needed. An idea floating that a Bill of Rights ought to be established as a precondition of electoral politics, as advocated by Mohamed El Barade, makes considerable sense. But just as important are indications that the power of definition, what I call the politics of small things, is being marshaled to combat dangerous anti-democratic developments.
