Upon boarding the flight back last Wednesday night from NY to Berlin I picked up the Sueddeutsche Zeitung (SZ), finding on its first page a picture of Guenter Grass, holding a pipe. The headline read “Ein Aufschrei” (An outcry): Guenter Grass warns of a war against Iran: “the literature Nobel Prize Laureate’s claims that Germany should not provide Israel with Submarines.”
I did not read the poem, “What Must Be Said” on the flight (being busy with two young children and recurring attempts to sleep), but thought that, from that headline, I would support an outcry against attacking Iran. I like poetry making the first pages of centrist (left-leaning) newspapers, and as for the pipe and the submarines, they are signs of older times, part of performing memory in Germany around Grass who is identified with the pipe, the 68’ers and Germany’s underwater adventures, and its declared commitment to Israel’s security. So be it. But now I have my concerns about the not very good poem and about the controversies surrounding it.
In the taxi ride back home, we heard discussions in all news channels (as the driver browsed from one to the next) about Grass’s anti-Semitism, which perplexed me. We read the poem at home and were underwhelmed. Thomas Steinfeld noted in the SZ on Wednesday night, it is not Grass’s first poem. Actually, the first published one made him join group 47 in 1955, and his poetry has always been full of exaggerations. Exaggerations are part of the poetic form, we are reminded, and Grass went wrong here, as he erred about, for instance, “trying to save the collapsing GDR from the German Federal Republic.”
I would like to focus a bit on the language of the lyrical prose, preserving and highlighting parts of it that have been overlooked, like the discussion of comparable moral standing and silence, and the performance of national memory narrative.
In the German (and Israeli) discussion following Grass’s poem, the focus has been on the attack on Israeli atomic policy, on Israel’s moral superiority in the Middle East and on . . .

When I was in primary school, there were two street names in my hometown that I always got wrong. My teacher looked at me with disbelief and worry when I called the street next to the school Wolgaster Straße.
My geography skills improved dramatically after 1989, when the street names finally caught up with me. I grew up in the German Democratic Republic; call it DDR, GDR, or East Germany. The street names my teachers insisted on were Wilhelm Pieck Allee (Allee means promenade) and Otto Grotewohl Allee, named after the first President and Prime Minister of my dear republic. At home, I had learned to refer to these streets as Wolgaster Straße (Straße means street) and Anklamer Straße. Wolgast and Anklam are nearby cities. If you go to Wolgast, you leave the city via Wolgaster Straße. These street names are neat mnemonic devices; they point to nearby places. My pre-1989 teacher was not worried about my lack of knowledge. She must have known that the names I used were from a different time. For her, remembering the wrong name was worse than forgetting the (politically) correct name. After 1989, the old names returned.
Since then, I never got in trouble over street names again – that is, until I moved to Berlin a few weeks ago for part of my sabbatical. It’s my first time living in Berlin. My parents grew up in this city. In their twenties, they moved away. Their memories of the city are from the 1970s. When I talk about places, subway stops, and streets in Berlin, my mother often has no idea what I am talking about. Danziger Straße? Torstraße? Where would that be? These places are not even in the former West Berlin; they are in the East. My parents knew them and yet don’t recognize them. Danziger Straße used to be called Dimitroffstraße when my mother roamed these quarters.

On March 11, 16 villagers including 9 children, were murdered by an American staff sergeant in the Panjwai district of Kandahar Province in rural, southern Afghanistan. The early reports told a horrifying story. The sergeant was part of a village stabilization operation. The team was trying to develop relationships with village leaders and help organize local policeman to search out Taliban leaders. It has been reported that the soldier is 38 years old with 11 years of service. He is married with two children and had been on three tours of duty in Iraq. The sergeant left his base, walked more than a mile, forced his way into three separate homes and went on a killing spree. He subsequently burned some of the bodies. A patrol had been dispatched to find him when he was reported missing, and apprehended him after the killings on his way back to the base. He hasn’t provided any explanations for his actions.
The massacre provoked official reaction. President Hamid Karzai called the act inhuman, intentional and demanded justice. President Obama and Secretary of Defense Panetta extended their condolences and promised a thorough investigation. President Obama, further, characterized the actions as tragic and shocking. The NATO spokesperson expressed his deep sadness.
It is feared that the massacre will set off riots and others forms of violence. Common reactions outside of Afghanistan are revulsion and puzzlement. How could such an atrocity happen?
According to Jonathan Shay, M. D., Ph.D., this type of outrageous killing by an isolated individual has been going on for thousands of years. Dr. Shay explored the subject in Achilles in Vietnam: Combat Trauma and the Undoing of Character. He combines an examination of Homer’s Iliad with narratives and analysis drawn from his experiences as a psychiatrist treating veterans with chronic post- traumatic stress syndrome.

Yesterday, once again, Vladimir Putin was “elected” President of Russia. Citizens could choose from among Putin, the current premier, and a group of weak opposition candidates, including well known faces such as Gennady Zyuganov and Vladimir Zhirinovsky who always run but never win, along with newer faces such as Mikhail Prokhorov or Putin’s old friend Sergei Mironov, who in addition to their doubtful independence from the Kremlin, did not offer much of a campaign or new political ideas. And while the voting took place, and Putin and his supporters started celebrating right away, social media like Facebook and Twitter bubbled over with photos and accounts of election fraud. The critical social response is every bit as important as the election results.
A couple of days before the election, thousands of independent ballot observers waited in long lines to receive their training and instructions. The observers – unpaid volunteers – had arrived from Moscow, from other cities and from the countryside. Russian newspaper editor Dmitri Surnin wrote that the atmosphere among the waiting crowds resembled the mood during a citizens’ mobilization on the eve of war. “And your political preferences don’t matter, if you’re a leftist, or right, green, liberal, monarchist or communist – when the Fatherland is in danger, everybody needs to stand together.”
The war to which Surnin refers is one between the people who want to play it by the rules and those who want to falsify the elections and obstruct Russia’s democratic course. He cynically observes that the first group will be convinced of their moral victory, with the law and the truth on their side, but the second group will steal the real triumph, with the courts, the police, and Vladimir Putin on theirs.
Indeed, Putin won. Now let’s talk about the moral victors. Recent protests in Poland against the Anti-Counterfeiting Trade Agreement (see Tomasz Kitliński’s and Tim O’Flaherty’s post) galvanized an unusual array of people from across the political spectrum. The protests were initially ignored by the government, which decided to sign the agreement aimed at protecting copyrights. Yet after the President’s, Prime minister’s and other officials’ websites were hacked by anonymous groups claiming to be fighting against ACTA in the name of freedom, Prime Minister Donald Tusk reconsidered, promised to stall the ratification process and called for debate.
Unsurprisingly, many claim the call came too late. The agreement had been already signed, although it still has to be ratified by the Polish and European Parliaments. Many organizations and individuals criticizing ACTA refused to participate in the debate with the Prime Minister, seeing the event as a publicity stunt. Nonetheless, over two hundred people turned up at the Chancellery of the Prime Minister to take part in the debate on “Freedoms and Rights on the Internet,” one that quickly turned out to be a discussion about ACTA, but also about much more, perhaps most importantly about the role of public consultations in lawmaking. There is a possibility that this may be a turning point in the democratic deliberative practices in Poland.
During the meeting Mr. Tusk gave a rather unconvincing apology for not noticing the critical comments before ACTA was signed, and did refuse to annul the agreement – a demand made be the vast majority of the participants. He maintained that without ratification by the Polish parliament it would not come to force. While the Prime Minister, often accused of caring more about popularity polls than governing, seemed genuinely surprised by the uproar caused by the agreement, he did point out that the protests could have been caused by something more than ACTA itself. Indeed, the discussants voiced their concerns about such issues as the right of companies to access sensitive data without court orders, increasing restrictions for users on goods protected by copyright laws detached from internet reality, and, last but not least, about . . .

In January, the streets of București, Timișoara, Cluj, Iași and many other Romanian cities have witnessed people’s frustration, desperation, and anger directed at the political class and particularly at President Traian Băsescu. Initially, it was the resignation of Dr. Raed Arafat, the country’s popular Deputy Health Minister, over plans to privatize emergency health services that sparked off the protests. But after President Băsescu withdrew the privatization proposal and reinstated the Deputy Minister, protesters in large numbers continued to occupy the streets and squares of Romanian cities. In a further attempt of appeasement, Prime Minister Emil Boc fired Foreign Minster Teodor Baconschi, for his remarks about the protesters on his personal blog. Baconschi had called the protesters, or as he claims only some of them, “inept and violent slum dwellers.” But still, while not intimidated by blizzards, the protesters are out in the streets, waving their placards.
What is behind the Romanian “winter of discontent?” The media, commentators and protesters themselves explain that they are revolting against the “political class.” Other words that are used to describe the endless rallies are democracy, dictatorship and, more often, dignity. Demonstrators are asking: “What does Romanian democracy mean?” They are stating that “Communism fell more than 20 years ago, but our life is no better.” Many blame the large IMF loans that the current Romanian government took to keep the economy afloat and the austerity measures that “had to be implemented.” However, there is a deeper infection, or, as one Romanian theater director and writer points out, there is a “cancer” eating away at Romanian society.
The Guardian calls Romanians “an apathetic nation.” Personally, I see them as perseveringly patient and hopeful for an end to the popular and yet interminable “transition.” They have been patient at least until now when, as the Romanian saying goes, “the blade has reached the bone.”

Angry young Poles are protesting online and on the streets in the biggest demonstrations since 1989. The pretext is the government’s signing of Anti-Counterfeiting Trade Agreement, which jeopardizes Internet freedom. But there are more reasons for our fury: a transition which has strengthened economic inequalities and lack of perspectives for the younger generation. As sociologist Adam Ostolski writes, “Life in Poland is getting harder, the privatization-by-stealth of health services and education is going on, the prices of municipal services and staple foods are rising. Poland is now the leading country in Europe in terms of non-permanent job contracts.” Hence social anger today. Are the protests changing into a civil society movement, a Solidarity 2.0? We hope that this defiant and militant mobilization will not exclude migrants and minorities. An optimistic sign is that alternative collectives (Rozbrat in Poznan and Tektura in Lublin) are at the forefront of these events where ordinary people in Poland are demanding their rights – at last.
Poland has transitioned from fake Communism (the unrealized Marxist ideal) to turbo capitalism-cum-fake Christianity, as a religion has been instrumentalized into political anti-woman, anti-gay, anti-foreigner hatred. The economic transformation is sold as a success story, but, in fact, the situation of many groups of the population has worsened. Social justice, an empty concept under East European “socialism,” has become a dirty phrase. It’s a taboo to pronounce it, let alone practice it. Poles have been Foucault’s docile bodies of commercialization and corporatization. Until today’s wrath.
Still, the political class here believes in discipline and profit – and prejudices. The ACTA treaty was signed by the Polish government without social consultations. When the protests broke out, the first reaction of the leaders was to deny them. Later, head of the National Security Bureau, General Koziej, claimed that he wouldn’t exclude introducing emergency measures if the cyber attacks continued. When the Parliamentary Committee on Innovation was meeting to discuss ACTA, a Law and Justice (the rightist opposition party) lawmaker, Michal Suski, referred to . . .

Who would have thought that twenty-two years after the fall of communism in Hungary that György Konrád, the respected writer and one of the most famous Central European dissidents, would have to sign yet another open letter defending fundamental rules of democracy in his home country? And that the letter would be a strong accusation addressed to that young man with soot black hair whose hard-shell speech in 1989, at the symbolic funeral of the martyrs of the ’56 revolution, electrified Budapest – one Viktor Orbán?
The New Year’s appeal of Hungarian intellectuals including former key figures of the opposition such as Konrád and Miklós Haraszti is a democratic alert not only for Hungary. It echoes the dissident appeals of the old days. It does not attack Orbán’s regime for its ideological content, but rather for its form. Liberal democracy is, first and foremost, a set of rules, written down so that the game remains fair for whoever might be sitting at the table. That was the essence of the democratic opposition’s struggle in Eastern Europe – to overthrow the red dictatorship, because it is a dictatorship.
On the other hand, the anti-Communist opposition, of which Orbán is a descendent, wanted to overthrow the red dictatorship because it was red. Following this logic, one can treat human rights in an instrumental fashion. One can perceive torture as justified or not – for example justified in the case of Pinochet, and vicious in the case of Castro. One can also believe that authoritarianism can be built in the name of a just cause. If you disagree with this judgment, you should listen carefully to what the Hungarian democratic dissidents . . .

I am concerned. There is a significant threat to democracy in Hungary and few are paying attention in this country. A member state of the European Union may be transitioning from democracy, as Andras Bozoki warned here months ago, but there has been almost no reporting about the developments in the serious press in the U.S., let alone in the popular media, even though it’s a big story in Europe.
I did hear a report on National Public Radio the other day about the economic problems Hungary is having in its relationship with the European Union, but not about the disturbing political developments that a distinguished group of former dissidents criticized in their public letter, which we (along with many other sites) posted last week. There have been reports of mass demonstration in Budapest. But these provided little explanation and no follow up. It just fit into the year of the protestor story line.
I suppose that this may just be an indication that Europe is becoming a small corner of the new global order, not necessarily demanding close attention. Am I being Eurocentric in my conviction that this is an important story? Yet, very important issues are on the line, important for the Hungary and the region, but also of broader significance. The slow development of authoritarianism is a global theme with local variations, which need to be deliberately considered.
I have been informed by a circle of young Polish intellectuals working at the on line weekly, Kultura Liberalna. They recently published a special issue posing the question: “Should Hungary be excluded from the European Union?” They provide different perspectives and insight. Here are some highlights. Martin Butora co-founded Public Against Violence, the major democratic movement in Communist Slovakia, in November 1989, and served as Human Rights Advisor to Czechoslovak President Václav Havel (1990–1992). Between 1999 and 2003, he was Ambassador of the Slovak Republic to the US. He is the honorary president of the Institute for Public Affairs, a public policy think-tank in Bratislava. His most recent books are Druhý dych (Second Wind), 2010, and Skok a kuk (Jump and Look), 2011.
Everyone knew it would happen one day and many sensed it was going to be soon – and yet, speaking about it, every word weighs a ton. The fact that he stayed with us this long was a miracle. Right until the very last moment, with extreme effort, he made sure his voice was heard wherever human dignity was at stake, wherever hope needed to be instilled. He did so with his characteristic sense of duty and responsibility.
As someone born into a wealthy family, he was ashamed of his position and privileged upbringing and longed to be like other children: he felt “an invisible wall” between himself and the others. His family background heightened his sensitivity to inequality, his distaste for undeserved advantages.
Hope as an orientation of the heart:
Vaclav Havel understood hope as an anthropological quality that pertained not only to politics. Hope is a state of mind, not a state of the world, he used to say. Either we have hope within us or we don’t: “It is a dimension of the soul. It’s not essentially dependent on some particular observation of the world or estimate of the situation.” Hope is not prognostication, he emphasized, “it is an orientation of the heart. It transcends the world that is immediately experienced, and is anchored somewhere beyond its horizons.”
In this sense, hope for him was not synonymous with optimism. It is not the conviction that something will turn out well, but the certainty that something makes sense, regardless of the outcome. This is an extraordinarily strong message in a . . .
